Challenges Remain for Humanitarian Assistance in Gaza City Regardless of Temporary Peace
Although the access route at the Egyptian border opens in the coming days, relief agencies encounter major challenges delivering aid to Gaza City, the territory worst hit by starvation, specialists report.
Infrastructure Issues
Key roads are almost blocked due to massive destruction across the war-torn region – or are still controlled by military units. Any vehicle that stops working is probably will be instantly looted.
The primary crossing, the main entry point to the north, destroyed during 24 months of conflict, has been closed for many days, and authorities have notified aid groups in Gaza that there are no immediate plans to activate the entry location, according to relief personnel.
Damage in Gaza City
The northern urban center was the target of a significant armed campaign initiated in August that was ongoing when the temporary truce was finalized last week.
Damage in the northern area has been extensive, with whole settlements including Beit Lahiya and adjacent communities in ruins as well as many of the outlying areas of Gaza City.
"Any activation of a access route into Gaza is beneficial, but we need to make sure we can access populations where they are," commented an experienced official from a humanitarian organization.
Humanitarian Situation
Observers said many of the roughly 300,000 people who have come back to the north from the crowded shelter regions where they had been sheltering during the military operations were now "camping" among the debris of their homes, often without any protection and with limited supplies or resources.
An official from an international organization said the damage in Gaza City was "devastating".
"We see neighborhood after neighborhood, building after building ... there is massive desperation for water. The situation is dire. We need each access route operational," the spokesperson, who was in the northern city in recent days, added.
Insufficient Distribution
A community leader working from the urban center said the requirements in what used to be the region's active economic and community focal point were "immense".
"We see positive expectation and hope but there needs to be rapid progress on the crossings. We didn't witness major improvement on the situation yet," the director stated.
"We continue to receive a small quantity of assistance [and] we are just beginning to understand the extent of devastation. So many streets are completely covered in debris ... there is hardly any residence that is undamaged. There remains harm and live explosives everywhere."
Current Progress
Recently, relief groups said modest volumes of vital cooking gas reached Gaza for the first time in multiple months, along with shipments of grain products, cereal and farm products. The additional resources sent prices in markets decreasing.
At a mid-region location, a civilian said there had been some improvement since the peace agreement.
"Stores are containing food, produce, and fresh fruit, although the costs are remaining elevated and not affordable for all people," the resident stated.
Cold Season Preparations
"The crucial necessities now, specifically due to the approach of colder weather, are to have a temporary housing to keep us safe from the cold weather and warm garments because the shops do not have adequate garments for us or, if they are available, they are very few and prohibitively costly."
Nine UN-supported bakeries in central and southern Gaza have resumed functioning since the truce.
Assistance Distribution
Transport were reported to have passed via the humanitarian corridor from Israel to Gaza during the week, though specific quantities were unclear.
The country's public broadcaster reported that Wednesday's assistance transports would include edible goods, treatment resources, fuel, fuel for cooking and equipment to restore crucial facilities.
"Relief supplies remains flowing to the conflict region through the Kerem Shalom crossing and other crossings after safety verification," an government spokesperson commented.
Delivery Problems
But monitoring the volume of transports could be misleading, warned a specialist from a humanitarian organization. "We must determine the materials within the trucks and how full they are for it to be a truly significant metric," the expert stated.
Private companies are sending fleets of vehicles containing chocolate, soft drinks and light food, which have minimal health benefits, while critical care for minors or others who have been without proper sustenance for multiple years are scarce.
Treatment Conditions
Within the northern urban center, only seven nutritional outpatient clinics are functioning, compared with many in earlier this year.
Numerous organizations have substantial resources worth of supplies warehoused in the region waiting to go in. A UN agency working with Palestinians across the area for decades has extended provisions of food for everyone in Gaza in place to be delivered.
"We possess the supplies, the instruments and the skills ... we simply must have the permission," said a humanitarian staff member, just returning from Gaza.
Diplomatic Aspects
An international initiative outlines that "comprehensive" support should enter Gaza and be distributed through humanitarian bodies and humanitarian networks, without interference from both combatant organizations or government forces.
This likely prohibits the disputed government-supported aid group which started working in spring, causing chaotic scenes and numerous casualties as crowds of aid-seekers assembled around its assistance centers.
